“I just felt that the seat has been vacant for so long,” Hug told The World-Herald after his first council meeting.

Hug wasn’t the council’s first choice to succeed Palermo, winning the appointment with a 6-0 vote on the third ballot. Councilman Brinker Harding said Hug emerged as the consensus candidate out of the 12 applicants, five of whom were interviewed by the other council members.
